I also don't like the wording "shall serve at the pleasure of the Governor." The DEQ and DNR used to be one and they were seperated so that they could do a better job of managing each of their repsective respsonsiblities. It is not going to save the state that much money and if you ask me there are plenty of other areas that they could cut but not education but that is a whole another story.
